Travel Plans are closely related to Transport Assessments and Transport Statements, and form long-term management strategies for integrating sustainable travel into your development. The exact requirements of a Travel Plan are led by the scale of the proposed development, with smaller developments often requiring only a lighter-touch Travel Plan Statement .
They are typically developed in parallel with Transport Assessments and Transport Statements as the preparation of these documents is an iterative process, with the development of one affecting the other document. This ensures that they are integrated into the design of your development; helping Travel Plans to have the most positive impact possible.
Travel Plans are based upon the anticipated transport impacts of your development and set measures to promote and encourage sustainable travel. This typically focuses on promoting walking and cycling, though often includes other sustainable modes such as public transport, car sharing or car clubs depending upon what is most appropriate for your specific site location. The implementation of the Travel Plan often outlives the development of your site, with Travel Plans often required to be implemented and monitored by a Travel Plan Coordinator over a period of 5 or more years.
A Framework Travel Plan is typically required at the Outline Application stage, detailing the potential Travel Plan strategy, measures and monitoring strategy. This is then superseded by the Full Travel Plan, often at the Full Application, S106 implementation or Discharge of Conditions stage. The Full Travel Plan details the exact strategy and measures that will be implemented by the Travel Plan, and provides details on the Travel Plan Coordinator responsible for leading on the implementation of the Travel Plan.
The Full Travel Plan is often followed by a period of 5 years where the named Travel Plan Coordinator leads on the implementation of the Travel Plan and its measures, monitoring the progress of the Travel Plan on an annual basis. Please note that the lifespan of your Travel Plan can vary on a case-by-case basis, with smaller sites sometimes requiring 3 years only and larger sites requiring anything up to 10+ years.
